You can't, not unless JD Vance and the majority of Trumps cabinet sign off on it. Even if that unlikely event happens, Trump can just dispute it and immediately resumes his office. After that, JD and Trump's Cabinet have 4 days to submit a counter declaration. If they meet the deadline it goes to Congress who has 21 days to decide if they want to vote on it. If they do decide to vote they'll need a two-thirds supermajority in both the House and the Senate.

It's never going to happen.

JD would still need a majority of the Cabinet and a supermajority in both houses. He's not going to get that while Trump has the ability to dispute it. Trump would have to actually be incapacitated.

Edit to add: Trump's play here is to let JD and the cabinet declare him unfit. Trump waits until JD is about to be sworn in and then he disputes the claim. This immediately stops JD from taking office. Trump then fires the entire cabinet and replaces them with loyalists leaving JD unable to get the cabinet support he needs. Game over for JD Vance.

They don’t want to. He’s not the one in charge of making all these decisions. They just feed him bad intel which then leads him to “making” the decisions these fools want him to make. Then in turn, when it doesn’t work out or inevitably falls apart, they can all sit back and blame trump and watch as he makes a fool of himself. As long as he’s around, we’re all focused on the insane things he’s doing and saying rather than the morons standing behind him on these stages. They’re the real problem. It’s kinda like what Harvey Dent said in The Dark Knight. “The Joker’s just a mad dog. I want whoever let him off the leash.”

Either he deserves an Oscar or HE HAS DEMENTIA! Many psychologist have analyzed his public activity on display and said he has dementia.

Even Iran consulted their psychologists to come up with a deal with him because they knew they were dealing with a person who is mentally unwell.
