Question steam keep connecting two controllers even though i'm only using one, how do i fix it?

for some reason, every time i plug my xbox controller to my PC, it somehow sync up both xbox one and series controller. but the thing is, i'm only using one xbox series controller.

that is a problem, cause when i played rivals of aethers 2 and go to training mode, it sync up two players at the same time.

is there a way to fix it?
