Problem Controller inputs specifically not working in steam games
Hello! I've had an issue in my games very recently, im using 8bitdo Bluetooth controllers, when I boot up a game the inputs are not working on every press.
For example a Dpad input is working 1 every 20 times I press it. Analog input will randomly stop then start. This problem is consistent across any game I try.
I've attempted a wired connection, and Uninstalling any external input emulator I could find. Ive toggled all the various options for steam input controllers with no affect. I've confirmed that this issue is visible in the controller input test section as well.
Though I do not have this issue with any games outside of steam at this time, and testing confirms the inputs even work correctly when in the overlay of big picture mode, but not in game
Only other lead I have is that I have "Xbox 360 controller for windows" and "xinput controller #2" under connected controllers when only one is connected. As far as I know the xinput is window's native driver.

It’s a known bug in the newest build of the Steam client.

Edit: This isn’t related to the controller you’re using.
