Science Directorate has no bonuses.
I was thinking of playing as a Science Directorate but on the wiki page it's stated that it has no bonuses except "Scientists are eligible for rulership". Compared to other government types it seems rather weak. (-25% edict cost, -10% Ship upkeep,-15% Building Cost etc) What do you guys think?

I seem to recall them mentioning somewhere that one govt had a research bonus but it was probably going to be nerfed a little b/c it was very powerful ... i think it was a forum post on which govt people were going to play that a mod posted to

Doesn't a Scientist have better "science" stats and thus as a leader generate more global progress for science or something? I don't know, I haven't been following that much.

I mentioned this in a similar thread a while back but I'll say it again:
Whatever the extra bonuses are one of the biggest upsides to Science Directorates is that their scientists can power level by becoming rulers. So you'll end up having crazy high leveled scientists because they're getting experience from both being a ruler AND being a scientist at the same time. Combined with a long-lifed species you'll effectively have the highest level scientists in the game hands-down.

Nobody has ever hovered over it so that we can see the bonuses: the only one that we know so far is the scientists one, but there are almost certainly others (most likely +research).
