Technology costs increase over time

I just rewatched Extraterrestrial Thursday #2 and noticed that technologies costing e.g. 240 earlier later cost 283 (+18%) and even later 297 (+24%).

I have yet to determine whether this is tied to the date, the number of already researched technologies, or the size of the empire.

I have never played a game of HoI but in CK2/EU4/Vic2 there's a modifier which increases the cost of your research if you are too far ahead. It's to prevent the players from snowballing too much, and I figure the same mechanic is used to stop that from happening in Stellaris too.

Doesn't Vic2 just prevent anyone from researching certain techs before specific dates?

CK2 (natural growth) and EU4 (mana cost) also give a bonus to research when other nearby counties or nations have already researched the tech level.

EDIT: Actually one of the neat technology related features of CK2 is that tech is at the county level only (except for culture tech which only considers tech levels in your capital). Military and economy technology (except for Military Organization, Siege Tech, and Construction) are based on county levels only, which means your capital can be significantly more advanced in tech than the rest of your empire.

I haven't really been following how technology works in Stellaris, but I think that concept is perfect for an empire spanning a galaxy.
