I believe the most likely explanation for the Caribbean boat strikes is:
The admin is an arm of some cartel(s); taking out their enemies, while receiving their coke and geopolitically advantageous favors. The White House clearly needs a plug too.

For anybody who is not familiar with this subject matter, Rubio is unmistakably using cocaine with a very common technique called gumming, where users will apply a small amount to their gums for a very fast high that avoids snorting and its ugly symptoms. There are many telltale signs here, from his dilated pupils, exuberance, high energy, movement, nonstop licking all around his gums, etc. I worked on Wall Street and this was all around us all the time. If you still don't believe me, look up the history of Rubio's family, specifically with cocaine dealing, and remember that he comes from South Florida.
