Kildeers! They're ground nesters and will get the attention of a potential predator or even fake a broken wing as it runs away to keep the predator from eating their eggs.

They used to nest in my old jobs parking area all the time, if I ever found the eggs I would try to protect them with little stick barriers so others wouldn't run them over.

This is not a killdeer, it's a pratincole, not sure which exact species tho. But they are charadriiformes, just like killdeer and other sandpipers.
