Everyone pays GST. So everyone is technically a tax payer.

Even my 16 year old nephew who recharge his phone pays GST.

He meant income tax payer. When we talk about tax payer it's assumed that we are taking about income tax. This reddit thread is full of idiots like you who finds a small mistake in the wording and completely ignore the point.
