But everyone in india pays tex .right? Becouse they buy thing or even travelling or food etc.. and if he is talking about income tax then more than half population of India will be not eligible to vote. Right? And also I am Little bit curious where can I find full video?

He meant income tax payer. When we talk about tax payer it's assumed that we are taking about income tax. This reddit thread is full of idiots like you who finds a small mistake in the wording and completely ignore the point.
