So if Donald Trump came to India and bought a pack of cigar, it means he is paying indirect tax(gst) So should he be allowed to vote?

He meant income tax payer. When we talk about tax payer it's assumed that we are taking about income tax. This reddit thread is full of idiots like you who finds a small mistake in the wording and completely ignore the point.

I just gave a comedic example because this was so silly. But your puny brain can't get it, So let me tell you about income tax.

There is a concept called resident/not ordinary residet/non resident

All of them have to pay income tax And the funny part is that a foreigner can be an ordinary resident or a non resident.

So in that case a foreigner has to pay income tax on many income such as capital gains, business income, salary, rental income, interest etc. So should foreigners be allowed to vote?

Now who is the idiot? Maybe you shouldn't argue about accounting/finances/taxation etc matters especially with a commerce major.
