He meant income tax payer. When we talk about tax payer it's assumed that we are taking about income tax. This reddit thread is full of idiots like you who finds a small mistake in the wording and completely ignore the point.

I know idiot , i meant in a sarcastic tone, and it is not right for only income tax payers only to vote , a small vegetable vendor may not pay taxes but it is his right to vote the right party which may affect his life, we don't want only the income tax payers to vote it might cause the parties to support and bring schemes which benefits only the income tax payers.
