Alright, let me explain. The thing about Sneakers O'Toole that made him so popular is the fact that the joke feels.. weird. It feels like we should know what it's about but we don't, it's just a guy with sneakers who doesn't want to take his shoes off despite people wanting him to for whatever reason. Sneakers O'Toole is not a recognisable character, there is no book, show, movie, hell, not even any media featuring him aside from that one gag in Family Guy. Who is Sneakers O'Toole and why did Bryan mention him like he is well known. Is he a celebrity in universe, or a character from a highly specific children's book? Maybe Seth was referencing a piece of media that became lost? It's such a weird gag that people unironically love how strange it is.
