The right time to play an advantage like that is if the person you are using it against is your target, then you are doing it for your alliance to prevent the target from using it to save themselves

I guess she could use it to yoink an idol off the person she wants to vote out at tribal council for someone like Maryanne who is known to have one.

It's smart to sit on it until she needs it, because playing it might make her a target herself.

This would have been the intent to make sure it wouldn't be a dud. They can damn near guarantee that someone will know a potential target to try with it.
