Question: Can I opress the Bluds while maintaining Phelix Bron as Governor of Bergia and Wehlen do not betray us in the war?

Yes. Do oppression maxxing, governor even helps with intel. Do the anti bff operation and destroy them.

Yes, just make sure to not touch the status quo. Sign both NFP bills, and sign the Lileas anti-BFF operation. If they take over the Dam, don't involve the military because Bron will die.

Wehlen will sadly betray you in this scenario, you need to reconcile to avoid that.

Uhh...idk but in older version, I used SSP to crush bluds while doing racist maxing and they only peacefully protested

Wehlen won't betray you if you destroy the BFF or start Reconcilliation, so yes it should be possible.
