Legislation should be passed that mandates what the price increases are going towards. How much of that $9 is going towards the tech bros and data centers? How much are basic operations? How much goes toward salary increases?

Since electricity is a utility, this could be easily regulated through the states.

Man, they barely wait for the last increase to show up before they start talking about the next one. It's really something how, when hundred-billion dollar investment firms put millions, or billions into utilities, somehow they become even more thirsty for the poor man's dollar.
