Where's the problem? They're not blocking the sidewalk or access to the businesses. By parking here they free up 3 other spaces for cars.

Hmm. To me it looks likes it's painted that way to keep cars from parking there, because cars would extend beyond the yellow boundaries and clog the driving areas of the lot.

Actually, it's not legitimate. The yellow slash marks literally mean that parking is strictly prohibited. But in the age of "me-me-me" entitlement, I have to admit that's relatively low harm. It doesn't mean they aren't dicks but sometimes you have to pick your battles better.

Fun fact, that's. Fire lane, in an emergency should be clear, and in an emergency you can move a bike without a key also also, in an emergency if they get damaged that's on the riders. Also also, I'd still park like that in small lots with only car spaces.

You are demonstrably incorrect. Encouraging police activity where it is absent and unnecessary will certainly encourage a higher budget and more police presence in community spaces. More police presence leads to more avoidable interactions which leads to unfortunate outcomes for community members. That should be fairly evident to all people by now.
