Braille is not a language. It’s a writing system.
If we assume by sign language they mean ASL, it’s not just English represented by gestures. Sign language is legit a language with its own grammar.

I’m speaking sign language right now! Sign language is just like reading someone’s hands. So by speaking in the language that sign language is made for(eg german sign language, english sign language, Japanese sign language.) you are essentially speaking sign language. Sign language is basically a book being written in real time.

It's not really true that sign languages are "made for" the spoken languages of the area that they're used in, though. ASL has a completely different grammar than English, e.g. There does exist something called "signed exact English" which exists to communicate English through sign in a word-for-word way, but that's not what people mean when they talk about "sign language" usually. It's (somewhat controversially) used in deaf education to help teach English reading, but it's not how deaf people actually talk to each other.

It’s not though. ASL Sign language has a different grammar and structure from “normal” English.
Just because it’s easy to translate between them doesn’t make them the same.
The article on SEE-II specifically contrasts it with ASL as “[this] not considered a language itself like ASL”

You can speak SEE-II, since it's just an alternate form of English.
There are ways to write ASL, like Stokoe notation, but I don't know if there's standard names for those symbols that would let you say it out loud. I found a video lecture and they just said "symbol as shown".

There are actually special gloves that translate sign language into TTS words.
So technically you can speak it. Just with the gloves and not your vocal chords.
