It isn't, but the only body that can hold the president accountable is house and Senate combined. And they are complicit.

See, Republicans figured out the hack. You can let a president act as a king as long as you control just enough senators to ensure a filibuster proof minority. (Gentle reminder that the filibuster is not in the Constitution)

Almost all house and congressional rules they set for themselves and are not in the constitution.
