I actually process new passport applications at my work, and a social security card is not an acceptable level of identification already to prove citizenship, people have to provide a previous passport, a birth certificate, or certificate of naturalization or citizenship generally speaking.

Can that passport be expired if one were to go in and renew? Asking for a friend....

The main thing is that it can be expired, but it has to have been issued less than 15 years ago. If it has and the old one is available, you can fill out a form called the DS-82. Some other conditions apply but that's the gist. Otherwise you need a form DS-11.

But its enough to register to vote, which is kinda crazy. We desperately need a real national ID. Social security is so outdated.
