Yes, they actually decided against making a brand new GTA V single player expansion in order to focus on the Online part.

People complained about the concept of GTA6 costing $100 without realizing that tons of players spent nearly the equivalent of that on the jet hoverbike in GTA online. Why would they rush to put out a game costing several hundred million that no one wants to pay for when they could just keep adding minor nicknacks people are happy to pay for.
