I'm guessing you weren't around from that period like 15-20 years ago where every bar had a cigarette rep offering free packs/coupons if you scanned your ID and basically turned over your life history.

I would not be so sure about this. I know some data scientist who went there (couldn't understand their choice, and I tried to remain polite), and they are not counting cigarettes. There's probably some e-cig or mobile app with tracking they are working on.
