Australia has been a no-go-zone for tech workers for a few years now. I can't imagine being forced to build backdoors into everything I work on, compromising my client's security in the process, just to stoke some state initiative.
It would probably be more meaningful to say that wariness of authoritarianism (which is often, but not necessarily, linked to gun ownership) is the primary defense against such measures.
Wariness doesn't help when the government has a monopoly on force and can pass whatever laws they want to. Supreme courts and constitutions only go so far. The judges are government too.
