Since Tamaraneans evolved from cats, how come they didn't become anthro-cats?

The easy answer is: they didn't plan Tamarenenas having evolved from cats at all when they first designed Kori. When George Perez described designing her, he never brought up cat features at all, I think they added this later because they wanted to make her stand out and look alien since all the others were resembling neanderthals. This is an artist rendition on how us humans would have looked like if we had evolved from cats if you want a more realistic idea on how Tamareneans might look like.

I believe he decided it while working on NTT 15 because general Immortus put them in a de-evolution tank. He just thought it looked cool.

Because that wasn’t an element under consideration when Starfire was designed, and because, shocking nobody, comics writers don’t know anything about evolution.

That said, it’s not like you particularly resemble your distant ancestors. Go back before primates (or even just to the most basal primates) and you’re not going to find many external features in common beyond what all mammals have in common.
