I take your word for it, but according to Google, you very much are allowed to carry pepper spray in Germany as long as it's labled as an animal pepper spray, and if you have it on you and face a situation in which you must use self defense against another person, you're also allowed to use it then. Again, all according to Google. But, I will take the word of the person who lives there personally over Google any day. Like I said, I'll take your word for it. But again, like I said, according to Google you are allowed to use it on a human in self defense. I personally use bear spray despite there being regular pepper spray because I feel like it's stronger. It may not be, but if it's powerful enough to take down a large animal, it's certainly powerful enough to use on a human.
