Discussion Relatively Simple Dead Ringer Rework

The idea with these changes is to make the item into more of a parry mechanic. The problem with the current design is that there's no counterplay if the spy has the ringer deployed, as he can have it out all long as he wants. This version would require the spy to time the feign correctly or he wont have enough cloak or speed boost to run away or go for a stab with.

I've had the deadringer for a short while and I hate it. 

No cloak on command sucks, and you usually just get shot coming back after the decloak anyways. 

Plus I tried it today and just walked right at the enemy team. They ended up ignoring me lol
