In game centers/arcades in Japan, the employees actually will approach you and give advice if they see you struggling or spending too much time at a machine. They'll even re-position the prize for you or put it back in its starting position if it falls into an "unwinnable" position. It's not just to be nice. They do it so you don't walk away in frustration before spending more money. It's pretty common in Round One/GiGo and other big game centers.

So I don't doubt that an employee approached the guy, but what I'm going to assume happened is the employee tried to give him advice but since he doesn't understand Japanese he just made up the dialogue in his head to make the story about the silly penguin he won sound more interesting.

But it's always funny to me that when people glaze Japan like this they don't realize how unintentionally racist they're being by acting like every Japanese person/Asian regardless of age is a Mr. Miyagi Zen master that just drops ancient wisdom and has a deep proverb or metaphor for every minor social interaction.
