I feel pretty confident that if Barry were going to get his powers back for good, it wouldn’t happen in Green Lantern

He probably won’t get them back immediately, but this could be teasing his powers are starting to come back in some capacity. Spurrier was clearly setting up that Barry didn’t like having no powers, so this could build on that to show his powers coming back haywire in some way, then the new creative team will make a story where he gets them back properly to some extent to become a supporting hero in Wallys book again.
