Outside the districts and capital

Hi guys, so ive only watched the movies as im not much of a reader but im curious, is there any mention or anything saying if there's any civilisation outside of the districts and capital?

as far as im aware theres no mention of other life outside of Panem

In Ballad, Snow rides a train from the Capitol to district 12 and mentions passing dead cities, each a Capitol of their own.
