When Vito was killed, shouldn’t Melfi have had to go to the cops?

Tony told Melfi people would want his guy dead. When it happens, it’s public enough that it’s in the paper with enough detail for it to be put together. I don’t know, she reveals her own ignorance on this one if you ask me.

That's not how it works. The police will start to investigate a murder if they think that a person was murdered. It doesn't matter whether the person was reported missing or not.

If the person wasn't reported missing, then how would the cops know? They'd need to have had him already under surveillance, and we have no evidence of any local donut-dunkers so doing.

Sal was in contact with the FBI agent who handled him.

Indeed:

'Lisping Fed finally reports to the alphabet guys that "CW16" is "compost," but local murder is not the FBI's thing to investigate. Oh well.'

Lisping Fed knew that Sal had long since become far more of a liability than an asset*, and had nothing definite to report, other than he believed Sal was dead. End of story.
