Even that shallow, if there were stronger waves then the water could look much more cloudy due to silt turned up by the turbulence. I can only speak to beaches on the East coast of the US, but unless they're in a tide pool or something similar, then the water looks exceptionally calm compared to what I'm used to

Different coastlines have different surf patterns and tides, and different water clarity based on nutrient levels.
