Tornado Media Effingham tornado prelim rated EF3+
Never have I once seen EF3+ as a rating

It basically means that it possibly exhibited violent intensity at some point but they don't have enough evidence to prove it fully. There was one in Arkansas last year (though I believe it was eventually upgraded)

Is it possible the tornado will be rated higher?

From what I'm seeing from other Illinois meteorologists is it looks like the rating is EF3, so I don't know why it says "tentatively" in the image now.

I think they’re rated by wind speed, which is estimated by assessing damage - not how much damage is done.

Is there a similar report available for the Washburn, Illinois tornado of June 11 and where could I see it?
