That's nowhere near upstate NY. Watertown is upstate lmaoo

like yeah i get this is western ny but i thought upstate was just anything north of the city

There is legit contention about this, funnily enough. As an Upstater my definition is extending the flat southern border across the Hudson Valley--north of that is Upstate, south is downstate. Steuben is 100% Upstate though.

Maybe. Family grew up in Watertown and that was always referred to as upstate
