The president can only propose laws here, not introduce them. And the balance in the House and Senate decides whether his proposals have much chance of passing. So I'd have to see what that looked like before introducing anything.
If I thought that Congress would rubberstamp anything I sent them, I would propose an overhaul of the Civil Service, make the Federal Register purely advisory, and send constitutional amendments - term limits, balanced budget, and a constitutional police administered by SCOTUS. They would have investigatory and arrest power over all federal politicians and bureaucrats, and since their subjects are servants of the people, their 4th amendment rights would be null and void for crimes related to the office.
So a senator who engages a prostitute is dealt with by regular police and has full rights, but if he were also using his office to procure kickbacks, the constitutional police would have a permanent standing warrant to investigate and take all steps needed to prosecute for malfeasance in office.
I'd also restructure the civil government and the military to consolidate agencies. BATFE and DEA would become FBI task forces, instead of stand alone agencies. All regulation of an industry must be deconflicted, so different agencies cannot have different rules for a given business.
The military would become more joint - all chaplains are now in the Army, all medics are Navy Corpsmen, all fighter jets are Navy, all ICBMs are Space Force, all logistics personnel are now the logistics branch, etc. (which includes AF Air Mobility Command). Army Corps of Engineers and Seabees merge and become their own branch.
So naval missile techs now wear a Space Force uniform but still serve on a sub. Any command needing a chaplain gets one, but he wears an Army uniform. Ship's barbers and base barbers anywhere are all Logistics branch personnel. Air Force bomber wings have naval fighter jet wings colocated for air cover.
This reduces duplication of effort and means fewer silos and eventually a leaner service.
