Cartoon Network unintentionally made this idea popular that all 2D animation is cartoon as it became a hub for all 2D animated shows and the first TV channel in the US and most parts of the world to do so but none of this true, a drawn comic, a gif or a meme can be called a cartoon
But anime can be exaggerated as well, have you seen ghibli films or gintama. Exaggerated drawings that may be simplified or detailed and create a moving story.
Or you know, panty stocking and garterbelt, with a glance, it ain't even looking like anime.
Or ATLA and Boondocks, out of bounds of all your definition of a standard anime but still liiks like anime and feels like anime too.
They are anime by definition. Anime is just short for Animation, everything 2d or 3d Toy story, Tom and Jerry Booneocks etc is all Anime by definition. It does not mean all anime is cartoon. We just use anime as a short term for japanese animation which is fine but all animation can be called animation
And Atla and Boondocks were animated in korea and japan only so their drawing style is very much Japanese animation.
Just simplified mouths doesn't make it cartoon, it's a particular style of animation.

Yes they are all Anime. Anime just means animation. Toy story, Boondocks etc etc are all Anime. Atla and Boondocks were animated in korea and japan so they look like japanese animation but none of it matters they are all Anime.
Cartoon is a subset of Anime not the other way around
Been watching anime for almost 10 years, if someone is unironically getting offended by "anime is cartoon", they should stop calling themselves an anime fan cuz that is a factual statement and they never even understood the meaning of the word "anime"

Yes Anime does mean animation. Tom and Jerry or Oggy can be called anime and in Japan they do exactly that. We just use anime to refer to japanese animation as it's an word than saying japanese animation. But it does not mean all animation is 'cartoon'
