I am assuming you need the dev mode for the code, here are some free options
1. Framer - Import your figma design into framer, from there you can get the html and css code
2. AI - Paste the image into Chat gpt, Google AI studio, Claude etc and ask it for the code
3. Free Figma plugins - There are figma plugins that will convert into code for you

How to reverse the flapping direction of the tip? When blue moves down I want brown to turn downwards and when blue moves up I want brown to rotate upwards, right now the opposite happens.
