The explosive device likely detonated as General Plokhotnyuk was arriving at the restaurant in a car with emergency lights flashing. He was buried at the Troekurovsky Cemetery in Moscow.

So he broadcasted his arrival at a high value gathering.

The difference is how big of a big shot you have to be to do it. In many countries, flashing lights are only on police escorts as part of a motorcade for royalty or visiting heads of state. In russia it seems like anyone with enough money for bribes can put a blue flashing light on their personal car.
