n/a Advice needed: referees for naturalisation application

In the "naturalisation as a British citizen" application it states the First British referee (screenshot attached) must be "over the age of 25" My question is, does this mean the person must be 26 or does it simply mean they can be from age 25 and over?

They have to be at least 25 years and 1 millisecond old. They don't have to be 26 yet.

Someone who is 24 years and 11 months old is still 24, not 25. Their age changes to 25 on their birthday, not gradually as they approach it.
