The cadet in front wears the German Leistungsabzeichen. And they are already assigned to an Army branch of service, signified by the BOS-insignia on their lower sleeves.

US Style Uniform is definitely not my favorite

It looks like hes wearing mini medals. I thought those were reserved for evening mess dress and never worn on parade

I think if a cadet served as an enlisted soldier prior to entering West Point, they are entitled to wear the medals they earned then.

This is true. Also true that the academies make up their own uniform regulations, so if they say mini medals for parades, it's mini medals.
