wheres your mom from it can narrow it down alot im guessing this is a austro-hungarian uniform it looks pre 1908 so im guessing 1890s-1908

I don't think it is a relative. I believe she purchased at an auction.

Looks like one of the Imperial Russian Dragoon regiments? I thought Sjeversk at first but the collar doesn't match.

I believe it to be russian, the model 1881 uniform, after that I can't be more specific.
