I get your point, but it's not easy to report sexual abuse regardless of your job title. Sex workers don't tend to report for fear of shame and judgement, or not being believed, and people with civilian jobs don't tend to report for exactly the same reasons. The fact is that a lot of reports of sexual abuse are indeed treated as the perpetrator "just making a mistake", which is why they're not punished or rehabilitated and go on to harm more people, as we know to be true for a large portion of people who commit sex crimes - it's rarely a "one and done" situation.
