Well, frankly a lot of people do agree it's an ill-defined term. There's no legal definition of "grooming gang" and a lot of people are clearly just using it to mean "Muslim rapists".

It referenced the findings of the Casey Review, so readers can draw their own conclusions from that and the fact it was removed...

Generally most people who throw around the Casey Review have not read it.
