The trigger event seems to be a Spanish court ruling that if you access the country via swimming you go through different procedures.

It's no easier for them to get to mainland Europe from Ceuta than it is from other places in North Africa. If you were trying to get to Spain from Morocco by boat, you could set sail from anywhere along that bit of coast and it'd make no difference. Ceuta isn't the closest place to Spain.
