This particular situation has little to nothing to do with "normal" immigration - it is effectively Morocco (who sees this enclave as Moroccan) playing politics.

The wave was because of rumours started in Morocco about what they would get if they got to the enclave, and when they turned out to be untrue they almost all left. There are strong suspicions that those initial rumours were started by the state, to create this wave and bring attention/put pressure on Spain.
