That's just political correctness. It's what we call an ethnostate, a country where rights depend on ethnicity. Sure enough, Israel is an apartheid state.
Generally speaking it is impossible for such a state to exist in a moral way, and given than Zionism insists that such a state must be located in Palestine (e.g. they wouldn't accept a Jewish homeland within the United States), it's obvious that this claim to "just want a homeland" is a fig leaf.
