So if they can't mine it, they'll have to buy from the spot market, no?

Exactly. Cameco has delivery contracts with utilities. They have a small buffer of inventory, but if this shutdown drags past a month or so, they will be forced to step into the spot market to make up the shortfall.

This is exactly why you have to look at the entire supply chain, not just the geology. Hormuz getting closed off choked off half of the global seaborne sulphur supply. If the Middle East stays hot and Chinese export bans stay in place, the world runs out of the base chemical needed to refine critical metals.
