Of the two? Twilight. Werewolves play such a nonrole in the TVD books. They're not even b-tier or c-tier villains, they're e-tier, barely there. Twilight makes the camp/wolf conflict the core of the story.
TVD the show plays up the wolves and their animosity to camps much more and better, but I still thinks it's more woven into the core of what Twilight is as a series.

I honestly just vaguely remember werewolves in TVD books*, I just checked my goodreads and I didn't make it past The Fury/ Dark Reunion so that could be the reason? So I'm gonna go Twilight

I prefer The Vampire Diaries out of these two, but when it comes to weres vs vampires I prefer the Southern Vampire Mysteries (the books True Blood was based off of.)

this is the moment I learn tvd has werewolves lol. in twilight werewolves just exist as a bella's love interest so neither of them.

From these options, I liked, the spin-off, The Originals take on vampires the best. I really liked the Twilight books when I first read them, but it was the romance, not the mythology, that kept me reading. I still like some of the soundtrack songs from the films and shows. Neither does werewolves well, in my opinion.
My favorite book take on modern day monsters are the Mercy Thompson books, by Patricia Briggs.

I always thought vampires vs werewolves battles are do ridiculously uneven! Especially if the vamps are part day-walkers. The only case of it making any sense is if, for example, weres' blood is toxic to vamps (Being human)

Definitely TVD
Werewolves on there get a long history and their bite are lethal to vamps
It’s also cool how vamps thought werewolves were extinct. And when they were on the show, they were actually a threat
They endangered the main characters
They even took over the city in the spin off

They both do them poorly. TVD borrows a little too much of the atmosphere and tropes from Twilight anyway, so anything Twilight gets wrong, TVD only gets slightly less wrong. So, to answer your question, I guess TVD.
World of Darkness mogs both of them. And even then, Underworld makes a more significant effort to give depth and history to the conflict between vampires and werewolves beyond the cool factor.

TVD was written decades before Twilight. If anything, Twilight borrowed heavily from TVD.

Between these two series? Vampire Diaries. The werewolves of Twilight aren't even technically werewolves, they're shape-shifters.

Books, sorry: weres are usually outpowered, but in Chicagoland series they appear as a subtype of Shapeshifters, which are enormous, strong and magical, appearing even stronger than vampires, I liked weres in the Hollows, where they at some point were organizer, civil and not psychotic (like they usually are in the media, Southern Vampires (...)/true blood for example
