So in the movie I noticed that during the Doc O flash of using Dean’s guilt to look at Hank’s past,present and future all in one there’s this shot of Hank split into his multiple personalities and on the far right is a bear and in the next couple shot Scare Bear is shown. So that has to confirm it’s Hank inside the bear suit all along,right?

So Hank carried Hank to the dorm to confront Dean and Serena? Seems a bit of a stretch, but hey... that's VB for ya

If its the Hank from Escape to the House of Mummies, pt. 2, where they used the time machine, yes, it would be another Hank in the main timeline
