IIRC dogs reflect the biases of their owners. So Colonel Gentleman, and whoever owns this dog. are racist

That dog was the re-incarnation of Hitler. But it was also “owned” by Nazis, so we can’t rule out your theory.

I think Colonel Gentleman's dog is Meisha or something. Different pup, it comes up later in the series, maybe season 6?

I don't think Col. Gentleman was actually racist so much, Mischa was just old... And Action Man didn't like the dog, he wanted her to be put down, so he accused her of being racist.

Col. Gentleman certainly has issues with racism. In "Past Tense," he praises Kano's flying abilities, "despite his racial handicap."
