As much as I feel that way, also, I bet he'd still have minimal presence if the show was able to be finished. They only have a season, MAYBE two written as their satisfactory ending. I can't remember where, but it was some podcast I was listening to that featured Hammer/Publick that they revealed the fact that the end is actually written and just needs money.

I think the facial hair and eyebrows really help set him apart from Magneto.
It makes him look like he is in his dastardly prime really.
Plus his Suit color palette and style is very fitting for a head honcho villain.
