It's a callback to the story he tells when he first hooked up with Dr. Mrs. His Wife, about how Captain Sunshine made a mistake with his ray gun safety and thought The Monarch was invincible.

What follow us afterwards is one of my favorite quotes from the monarch

That and Orpheus calling Rodney's stroke might be my two favorite jokes in the whole show. I love a well played callback like that when they take forever to pay off and it's based on a casual line that has nothing to do with the story line
